The short answer is because it is the law. The longer explanation goes like this...
The Florida Legislature implemented a new law that went into effect July 1, 2010, which changed how local communities such as Lakeland operate red light photo enforcement programs. The law today provides red light camera violators 30 days to pay a notice of violation. If not paid within that period, the notice automatically converts to a Uniform Traffic Citation (a traffic ticket) with a 30-day period to either pay the fine or request a court hearing. Traffic tickets not paid or set for a hearing within 30 days generate a notice to DHSMV who sends another warning notice that an unpaid citation is outstanding and will result in a license suspension.
My recommendation is to contact the Clerk of the Court here in Lakeland immediately and work with them to get this matter correctly promptly. Let me know if you any other questions or if I can be of further assistance.
