The Lakeland Police Department is pleased to announce the promotions of five members of the department. Chief Lisa Womack announced the promotions and said “it is always an exciting day to have the opportunity to promote officers who have worked hard and dedicated themselves to their profession”, she went on to tell the officers that she expects great things from them.
Those promoted are:
Sergeant Felicia Wilson
Sergeant Wilson began her law enforcement career in 1991 at the Sebring Police Department. In 1994 she was hired by the Lakeland Police Department and served in the Uniform Patrol Division, Special Investigations Section and the School Resource Unit. Sergeant Wilson has also served as a Field Training Officer, Employee Association Board Member, and Hostage Negotiator and a member of the Honor Guard. During her time in the School Resource Unit, Sergeant Wilson taught the D.AR.E. and G.R.E.A.T. programs to 5th and 6th graders. Her dedication and commitment to the program was recognized by the Florida Department of Law Enforcement in 2002 when she was awarded the D.A.R.E. Officer of the Year Award for the State of Florida.
Sergeant Wilson holds a Bachelor of Arts degree in Business Management from Saint Leo University and a Master’s degree in Business Administration from University of Phoenix.
She is married to Lieutenant Al Wilson; they have two children Jeremy (24) and Alexandria (13), and three grandchildren, Jujuan, Jamien, and Jesaiah.
Sergeant Raymond Lloyd
Sergeant Raymond Lloyd began his career at the Lakeland Police Department in 1990 as a Communications Dispatcher.
In 1991, he became an Auxiliary/Part Time Officer, and in 1994, he was sworn in as a full time officer. Sergeant Lloyd has served in the Uniform Patrol Division, Criminal Investigations Section, and the Special Operations Section. He has also served as a Field Training Officer, Hostage Negotiator, and member of the Department Honor Guard, Traffic Homicide Investigator, and a D.U.I Enforcement Officer.
Sergeant Lloyd is an Adjunct Instructor for Polk State College (Basic Recruit, Advanced, and Specialized Classes) and the Florida Public Safety Institute in Tallahassee, Florida. Lloyd also holds a certification as a Drug Recognition Expert.
Sergeant Lloyd is married to Katina and they have one son, Hunter (15).
Lieutenant Michael Spade
Lieutenant Spade began his law enforcement career in 1997 as a deputy sheriff with the Polk County Sheriff’s Office. In 2000, he was hired by the Lakeland Police Department and served in the Uniform Patrol Division and as a Neighborhood Liaison Officer. In 2004 he was promoted to Sergeant and served in the Uniform Patrol Division, the Community Services Unit, and the Special Investigations Section. Lieutenant Spade was a member of the SWAT Team from 2001 until 2009 and is a current member of the Honor Guard.
Lieutenant Spade holds a Bachelor of Science degree in Business Administration from the University of Florida, Warrington College of Business Administration.
He is married to Shanna and they have two sons, Zachary (13) and Nicholas (9).
Captain Rick Taylor
Captain Rick Taylor began his law enforcement career in 1990 as a Military police officer in the Army National Guard. In 1993, he was a police officer for the City of Titusville. He eventually joined the Lakeland Police Department in 1996. As a Lakeland Police Officer, he served in the Uniform Patrol Division, the Patrol Tactical Unit, the Neighborhood Liaison Squad, Street Crimes, SWAT and Internal Affairs as a Staff Inspector. In 2002 he was promoted to Sergeant and served in the Patrol Division, the Neighborhood Liaison Squad and Neighborhood Enforcement Team. He was promoted to the rank of Lieutenant in 2009 where he served in the Uniform Patrol Division, the Neighborhood Liaison Squad and the Officer in Charge of the K-9 Unit. Captain Taylor was the Entry Team Leader on Swat and a member of four first-place SWAT Round-Up Teams.
Captain Taylor holds an Associates of Arts degree from Polk State College and is currently pursuing a Bachelor of Arts degree in Public Administration. He is a graduate of the Senior Management Institute for Police class 52, and will soon graduate from the Florida State University Certified Public Manager Program.
He has two children, Rylan (12) and Mackenzie (9).
Assistant Chief Michael Link
Assistant Chief Michael Link began his career at the Lakeland Police Department in 1985 as a Reserve Officer and became a full-time officer in 1986. As an officer, he served in the Uniform Patrol Division, Field Training Officer, Street Crimes Unit, SWAT Team, and a Detective in the Criminal Investigation Division. He was promoted to Sergeant in 1994 serving in the Uniform Patrol Division, Special investigations Section, Community Services and Crime Prevention Unit, and the Special Operations Section.
He was promoted to Lieutenant in 2003 and served as a Shift Commander in the Uniform Patrol Division and as the Officer in Charge of the Criminal Investigation Section. In 2006, he was assigned to the Special Operations Section as the Officer in Charge. In 2010, he was transferred to the Special Investigations Section.
That same year, he was promoted to Captain and served as the Commanding Officer for the Investigative Services Division until 2011 when he was assigned to the Uniform Patrol Division as the Commanding Officer. He was promoted to Assistant Chief of Police on June 3, 2012 and now serves as the Bureau Commander for the Investigative Services Bureau.
Assistant Chief Link holds a Bachelor of Arts degree in Criminology and is currently pursuing his Masters Degree from Saint Leo University. Mike is a graduate of the 249th session of the F.B.I. National Academy, the Senior Management Institute for Police Session 49, and the F.D.L.E. Florida Criminal Justice Executive Institute Senior Leadership Program class 12.
He is married to Lorie, and they have two children, Erica (24) and Michael (19).
